ANNUAL BOARD MEETING
MAY 27, 2007
The annual meeting was called to order at 10:10 am by President Jim Lawson. Other Board Members present were Judy Toenyan, Melanie Green and Roy Daggett.
The minutes of the May 28, 2006 meeting were read by Judy Toenyan and approved.
Bob Melson, our Interim Association Manager gave a report on his first three months on the job. He is spending 50 hours a week working in the office coordinating with the M & O Manager, the Water and Maintenance Manager, Webb Accounting, and part and full time employees. He introduced Tony, our newest employee who is helping Paul. Also Rick Chappel who tends the pool security on busy holiday weekends. Also will be working with the McRoberts on our web site and looking to obtain e-mail addresses on the membership in the future. He would like to give members a chance to sign the volunteer lists in the back of the room. His wife, Nancy, was introduced as an integral component to his success in maintaining the office and records in an orderly manner.
Treasurer Report: Bob reported that we have current cash on hand of $485,756.17 on December 31, 2006. He went through the expenses verses actual budget and explained how the percentages were over or under. Questions regarding legal fees were due to the Myers lawsuit, of which we received the money, but it now was tied up in the court system. Another question regarding the water repairs. It is difficult to know just what to budget each year and we may need to budget more for this account in the future to cover old and failing pipes, etc.
M & O: Roy thanked the Building/Grounds Chair Nancy Melson, and the Roads Chair George Sidles for their time and help. Bob also thanked Bob Bevington, our part time employee who is helping with the cleaning of the pool and general grounds clean-up. The roads will be swept again and then watered down for dust control. A couple of pot holes will be scheduled to be repaired.
Jim Lawson read the results of the Ballot for the 2007 Board. 175 ballots were received. Gina Wilkins 138 votes, Al Hendrickson 129 votes, Charles Shoop 135 votes and Vickie Haugstad 131 votes. These 4 people, along with Melanie Green, will be the Ponderosa’s Board Members for this coming year. There were 3 write-in votes.
Jim Lawson discussed the prior years funds in the Bank and explained that there is no instructions in our By-Laws on how to spend this money (approx $24,000) By paper ballot, the membership voted to put it into the Capital Improvement Reserve. None opposed.
Another issue at hand was the road grader, which the Ponderosa has been using for years by renting it by the hour. It is needed in the winter for snow removal and in the summer for road maintenance. The grader was offered to the Ponderosa at a price of $8,500, which was considered a fair price. A paper ballot to purchase the grader passed with 100% of the membership voting, and none opposed.
Judy passed out a sample of knapweed, a noxious weed in our area and Mary Bunney explained why we needed to try and remove it at every possible chance.
Building/Grounds: Nancy reported that the playground had been raked and new sand added. New equipment has been assembled and will be installed after the holiday weekend. New signs have been ordered for the pool, park and playground areas. There is some grass growing in the baseball area. A “clean up kit” is being assembled for people to check out from the office, pick an area, then clean it up. Extensive work has been completed on the caretaker’s home, including sub-flooring in the back entry and kitchen area and new flooring. Tony has volunteered many hours of his own time getting the home ready to live in, due to previous misuse. She wanted to thank Paul and Tony for all their help in completing these tasks.
Social: Melanie read a report prepared by Sharyl Nelson, who is looking for a chair person for this committee. Also looking for new ideas for events. Currently, July 7th is the Wheel Parade and Ice Cream Social, July 14th for Movie in the Park and August 11th for the Community Picnic. The Volunteer Appreciation Picnic will be June 9th right after the Board Meeting.
Report from our Fire Chief: Bruce discussed our evaculation plan (siren will sound 2 minutes on and 3 minutes off). He requested that no one use the Camp 12 road to leave due to the condition of the road. The Ponderosa has two new fire hydrants. Looking for more volunteers, whether just here on weekends or full time. They meet the 2nd Saturday of each month. He encourages a fire wise community, in other words limb up trees and remove old brush and debris. Nancy Melson mentioned the quilt raffle, money is given back to the fire department for equipment.
New Business: Diane Johansen talked about the 4-wheel drive vehicles that are illegal using the area under the power lines. It is very dry and a fire could easily be started. Also the new park is not to be used for scooters.
Questions from homeowners: Throughbred Lane = is it a part of our community? Yes it is. A developer is putting in new homes there. We have not yet approved the condition of the road to our satisfaction.
Question: Lease law? We are unable to enforce dogs running in the neighborhood. Call the Sheriff and/or animal control.
Question: How about l vote for each lot owned? It would require a ballot to change the By-laws. An advisory vote indicated that there was no interest.
Question: DSL in the future? Someday, but not right away. If someone wanted to put a questionnaire in the Needler, then we could see how many would be interested.
Question: Why pay water assessment if on empty lot? The assessment is for maintenance of the current water system.
Question: When will the Interim Manager become a Permanent Manager? If things work out well, then the budget will include them in next years budget for approval by the membership.
Question: Will the Ponderosa spray for Mosquito’s? No, unless it is put to the vote of the membership and passes. Our area is difficult to spray because of all the trees and water surrounding.
Nancy Melson questioned people smoking in the Park. A vote was taken and passed that smoking would not be allowed in the pool or park areas. If under age drinking is observed, call the Sheriff.
There being no further business, the meeting was adjourned at 12:00.
