BOARD MEETING MINUTES
OCTOBER 9, 2004

Meeting Called to order: President John Fulmer called the meeting to order at 8:05 A.M. Board Members present were Jim Harrison, Bill Allison, Brad Burke and Sharyl Nelson. The minutes were read and accepted.

President’s Report: John said he wanted to send Tim Olson a letter. He has been a real asset to our Community. He has built up The Needler with pictures and his editorials and hopes that whoever takes over can continue in that vein. Arne is here and will bring us up to date on our Forestry Program. John asked how could a Manager have helped us this last month. Brad brought up the Appaloosa Rd. and the playground. Larry Eriksen spent several days overseeing the Appaloosa Rd. project including running to Wenatchee several times for materials and Brad was up here at night checking into the Road and Park projects. The mailboxes would have been removed and also the sign would have been put up. Now it just needs to go for the vote. Report accepted.

Vice President’s Report: Jim contacted the Insurance Co. regarding our deck and the Risk Control person said it is fine. We just need to tighten up some of the bolts on the deck railing to make sure it is sturdy. The two lots we had for sale both sold. Lot 25507 Primitive Park ($3394.20) and lot 25607 Primitive Park ($4618.08). Jim is working on our CC and R’s. He would like to table this until April 1, 2005 and then proceed to get information by the Annual Meeting. He has talked with a lawyer and it would cost approximately $2500 to get it done. Jim made the motion to table the CC and R project until April 1st. Motion passed. Jim’s reported was accepted.

Director of Operation’s: The Appaloosa Road is done. He thanked Larry Eriksen for all time he put into it. Larry submitted a day-to-day report of what was done. It is available to anyone who wants to read it. There is one driveway that is going to be a problem and that property owner has been talked to about it and reminded that there is to be no parking on the roadway. Brad received several comments on how professional Fairview Construction was and what a good job they did. Don (Fairview Const) will bring the grader back in the spring and regrade the road. There is a year warranty on the road. The cost of the project has gone over budget by $2516.35. Brad will go over the invoices again and what was left in the Appaloosa account to make sure of the final figure because at one point he figured it would come under. It could have been gravel and or culverts. The total cost of the project was $27,762. The Board approved the Appaloosa Rd. project and approved payment to contactors and suppliers. Bonneville has graded the power line road and put in a culvert to help the water runoff to Appaloosa. The power line road is nice and people are driving on it. Larry is going to contact them regarding a gate. The PUD is working on Primitive Park and Riata. We have Riata as a project for next year after they are done. The Park is not finished yet.

Budget Committee Report: Mike Bunney submitted the Budget to the Board. Mike read thru the changes from last year. When the Budget goes out for approval there will be a budget with paid Property Management and one without. The Mosquito Spraying will be a $40 assessment on each lot. One of the reasons for having a special assessment for the spraying is that there are still a lot of people who do not want the spraying and they might not vote for either budget if that was in there. The Budget Ballot should go out the end of Oct. and will be counted at the Dec. meeting. The Board approved the proposed budgets. Thanks to the Budget Committee.

Return to M & O Report: The Board adjourned to the Playground to review what work has been done. It may need some more topsoil around the edges but we will see what it looks like in the spring as to what we need to do regarding that. Brad asked for permission to pay the contractor when the park project is finished to his satisfaction. The Board so approved. “Call before you Dig” organization wants us to become a member so we will be notified when any digging is going to be done around our utilities, our water line. Brad will review and report next meeting. Brad received a bill from Johansen General for repair of fire hydrant that was damaged during the house fire on Bridle. It was for $75 for repair instead of the $200+ that was estimated for replacement. Brad ok’d payment. Brad’s report was accepted.

Treasurer’s Report: Bill read his response to Dick Nicklas’s letter that was read at the last meeting. Corrections have been made as to which account water expenses have been spent from, M & O Water or Water Improvement account. Bill read the Financial Report. For those people who have not paid their dues he will be putting up water shutoff notices on their houses today. First we send out letters telling them of the water shutoff and/or liens being filed. So they have been duly notified. In the last week three people have called him and the money is coming in. Our By-Laws say that 90 days after dues and assessments are past due is when we should shutoff water. That would be in the spring. (90 days after 2/15/05 if we have not received at least ½ dues and water assessment). That should speed up collection. Treasurer’s report accepted.

Committee Reports:

Greenbelt – The Balsamroot Trail has been improved with trail markers installed, brush cleared and bridge built over the revenue. The area outside the pool fence has been landscaped and a drip irrigation system installed. Thinning of the north grove of Bluebell trail has begun and cleans up of downed trees as weather permits and when a chipper is available. The chips can be spread on the trail. Social Committee – Coming events are a Halloween Potluck with prizes for best costumes – Oct. 30 at 6:00. Nov. 27 – Decorate the clubhouse for the Holidays. Dec. 10 – Judging of Ponderosa holiday lighting/decorations contest. Dec. 11 – the Board Meeting Day, Holiday Potluck and the prize will be awarded. The Quilter’s have asked to change their day that they want to use the Clubhouse to Oct. 30. The Board approves this change. The Social Committee has $337 in their account.

Needler – Everyone please get their articles into Tim no later than Oct. 17. We should be actively looking for someone to take over the Needler next year. Sharyl has put a “help wanted” in the Needler and contacted a couple people. The Board wants to put an article in the Needler to thank Tim for all he has done to bring the Needler to where it is today. John will do that. Larry said we could use his article about garbage again if we want since there was more garbage dumped on Ponderosa property.

Management Committee - We need a Pro statement, which Jack Bartleson has done, for the Ballot and a Con statement. John and Jim said they would take care of the Con statement.

Forestry Program – Arne Arneson gave his update, the loggers are back and the Stetson block will be finished in the next couple of weeks. He has contacted Mtn. Skyliners and they will come in and start with the Colt and Palomino block. They are more production oriented than Lite Logging has been. We still have some money left and would work behind the water tower on Primitive Park and work the Greenbelt area there. Arne said he is required to do a Wildfire Protection Plan with this grant. This would also set up some priorities and this will help in applying for the next grant. The competition is heavier for these types of grant funds. Mary Bunney volunteered to help with applying for the grants.

Old Business: A question was asked about the Park bids. Why did we throw out the high and low? We picked the middle bid and that person is close and would go the extra mile for us.

New Business: Diane Johansen is concerned about the Playground. The trip factor is a concern. We are going to put more dirt up against the edging. The equipment is shorter now. If anything needs to be raised, it will be a fairly easy fix. Will we have to decide if we are going to put grass seed in there or sand. We will have to make decisions on this next spring. Mary Bunney said the Summers have chips if anyone wants them. They could be used at the playground or on trails.
