ANNUAL BOARD
MEETING
MAY 29, 2005
The Annual Meeting was called to order at 10:10 a.m. by President
John Fulmer. The Annual Meeting is a time when we get together
to voice your opinions, complaints and congratulations. This
is the 5 th Annual Meeting in this century and John doesn’t
know when the first one was but he had the minutes from one in
1971. They said they had spotted a couple of deer but the dogs
were running loose and scarring them and the mosquito’s
were terrible and people continued to park in the cul-de-sac’s
when they weren’t supposed to. It sounds like they had
the same problems we do today. Last year our motto was “Communications”.
We wanted to communicate more with the members, get their feedback
so we could make this a safer place, better place and more enjoyable
place for everyone to live. We got the sign down by where you
come in and we try to keep that up to date with what is going
on. The Needler is another example of our communication. The
last one had a lot of pictures and articles from long time members
that shared their memories and feelings of the Ponderosa. John
read a letter from Bobbie Olson, our Ombudsman, that she had
sent to one of our members regarding the condition of their lot
and the excess of cats living there. She is helping to communicate
the membership and Board’s concerns to individual members
for resolution. There is a lot of information on our web site.
There are forms you can download. The Park and Ball Park were
being used last night and the borders did not seem to pose a
problem. Our swimming pool has always been an issue. This weekend
and Labor Day weekend are the busiest weekends and some of the
rules are broken due to the heavy use. Yesterday we had the Firewise
Workshop and that is something the Manager of it puts on. John
thanked everyone who attended. We have trimmed up the branches
so the fire can’t get to the crown of the trees and also
thinned the trees so the fire can’t spread crown to crown.
One of the things we can all do is go around our property and
make sure we have the pine needles around the house removed and
limb up our own trees.
Vice President: Jim Harrison – Jim thanked Bill Allison
and Sharyl Nelson for their efforts in getting everyone to pay
their dues and assessments. When people are responsible and pay
their obligations it makes it easier on all of us to accomplish
projects for the community. We are in the process of getting
Riata dedicated as a road as we found out it hadn’t been
done in 1988 when it was built. Mosquito control was voted in
last year. We are in contact with Central Washington Helicopter
to do this. We will only spray if we need to and the money will
stay in the fund for next year if it is voted to continue next
year. The CCR’s were printed in the Needler for everyone
to read to show what Division I has. Do we want to go ahead and
have all the other Divisions covered by Covenants, go thru the
work and expense to do it. A discussion was held as to why we
need Covenants when we have County Codes, do we need further
restrictions that the County doesn’t cover. How do we enforce
Covenants? An advisory vote was taken to see who was interested
in going forward and less than half of those in attendance voted
to proceed.
Secretary: Sharyl Nelson – The Minutes from the 2004 Annual
Meeting were read and accepted. Sharyl thanked all the people
who have helped her during her time on the Board. Sign-up sheets
for Committees available, please sign up so things can get done.
Last year in the ballot for the Budget 2005, Paid Management
was voted down by 17 votes out of 281 total votes. With this
small a margin Sharyl asked if those present thought we should
pursue Paid Management again in this years Budget Ballot. An
advisory vote was taken and the majority of those present voted
that they would like to see the Paid Management issue in the
Ballot again this year.
Treasurer: Bill Allison – Our By-Laws require us every
7 years to have a complete audit of our finances, banking, bill
paying and some things that were brought out this year were the
way we keep the books and the way we sign checks. It was suggested
that we get an up-to-date version of QuickBooks as it would cut
the time of bookkeeping in half. Which we did. We have copies
of Financial Statement’s for April and also copies of the
Audit Report available for members. Bill has actively pursued
those who were in arrears in their dues and assessments and has
brought the accounts up to date thru 2003 and will be working
on 2004’s.
Director of Operations: Roy Daggett – Has only had 80
days in the job. It has been a real busy time. The Roads Committee
and Water Improvement Committee have been real busy with what
has been going on.
Committee Reports:
Ombudsman- Bobbie Olson – It started
out as a quiet year but the membership has found me. A few of
the issues have been resolved and a few have not. She is working
to help get members to realize that they need to clean up their
property for themselves and the rest of the Community.
Water Improvement – Dick Nicklas – We had a Water
Plan starting in about 1993 and it was updated in 2001-02. We
are upgrading our water system. We have 4 wells now and only
2 are operable. We have been collecting $100 per lot since 1991
to do these improvements. It was a 20 yr. Program. The costs
of these improvements increased faster than we were collecting
the money. So in 2001 we looked to the State for a low interest
loan. In 2003 we got a 1% loan. We are going to replace those
wells that are choked with iron bacteria with 2 new wells and
consolidate the central control in one spot. The State will not
help with new water lines or emergency pump. Construction will
start in June and will finish later this year. The total cost
of this project will be about $400,000. We also got a grant from
the County of $22,000 for meters for the individual pumps.
Finance – Dick Nicklas – Budget requests due 8/31/05.
Roads – Larry Eriksen – The culverts were done on
Saddle and Colt and Appaloosa and were completed last year and
everything is working well. Spur and Riata should be finished
next week. They are looking at paving additional roads next year
and updating our signs, speed limit etc. A corner of Shetland
was realigned this year as it was encroaching on private property.
The dust control will be put on once and they will be using a
new product and it is supposed to work better.
Greenbelt – Bobbie Lambert – Thanks go to people
who have been pulling knapweed, it looks so much better, BUT
DON’T STOP. It takes 10 years to get rid of it if we keep
pulling. There is no knapweed where the Mules Ear is blooming
along Primitive Park and that is where the bugs released and
they are doing their job. The trail between Morgan and Saddle
is where the water line is going to be dug up. They are going
to try and stay within the trail. There are some rare plants
there that we hope to save. It won’t be walk able this
year after they start construction on the water line. There wasn’t
a burn pile this year so we are having a chipper come in the
week of June 20 th so if you have limbs bring them to th4e designated
piles. The brochures for the Birds and “Wild Flowers are
on the back table. We landscaped the Pool Slope and people sledded
and they pulled off the entire irrigation pipe and we will have
to get that repaired. This year we will do some maintenance on
trails and we have budgeted for some benches and we will be putting
them in. Several members of the committee will help with the
Fire Prevention Plan. This will be multi jurisdictional, the
County, Fire Dept. and us. Greenbelt meeting directly after this
meeting.
Social – Pam Nicklas – We have had two new people
sign up to be on the committee and Mary Morgan is signed up to
chair the activity in July and Aug.
Needler – John McRoberts – Please read and respond.
Let us know what you want to see in the Needler as well as the
website.
New Business – Could the Director of Operations and the
Roads Committee think about ship sealing more of our roads. They
are planning on putting that in the budget for next year.
Unleashed dogs – be sure to call the Humane Society
Forestry Program – We do not know if we have received
any Grant money for 2006.
Fire Dept – Since we did not have a burn pile and that
is a major fundraiser for the Dept. so please buy a phone book
and there are a few t-shirts available.
Diane Johansen: We need to have people sign up to volunteer
for the Buildings and Grounds Committee. There are a lot of things
that need to be done to our buildings before we lose them.
Pool report – The first day the pool was open, yesterday,
we had as much or more abuse than we have in a week. There were
rocks, paper, gum, hair, batteries, pop cans, food wrappers,
band-aids and everything imaginable. In the bathrooms there was
a lot of sand and small pebbles in the Men’s. The ladies
had wet toilet paper all over and feces on the toilet and all
over the walls and no one tried to clean it up or notify anyone
of authority about it. We need to do something about this. Please
ask people to obey the rules when you see the rules being broken.
We might have to pay someone to monitor the pool on our busy
weekends.
Elections Results – Pam Nicklas – 184 ballots received – Roy
Daggett, Judy Toenyan and Jim Lawson had the most votes and are
our new Board Members. The vote for the new By-Law change: 175
for and 7 against and two requested no Sundays.
