Greenbelt Committee Meeting – Saturday, June 20, 2009 8:00 a.m. – Ponderosa Office
Present: Tim Able, Sharyl Nelson, Bobbie Lambert, Mary Bunney, Pam Nicklas, Steve Malmstead, Mary Cox
Steve reported no May meeting therefore, no minutes – just worked on clearing out area between the irrigation ditch and the road on Camp 12 Road. Began at point where ditch crosses Camp 12 and worked downhill toward reader board. The group also planned out strategy for the first Scout work party. John Cross had previously talked with Bill Griffith and the board regarding the liability issues and forms.
John sent email info to Steve regarding the results of the first Scout work party. He relayed that 76.5 hours were donated on the continuation of clearing and cleaning out the area off Camp 12 by the irrigation ditch. Six teens and 5 leaders were involved. This group volunteers their time and, in turn, we provide a donation for their efforts.
Committee discussed improvements – if/when another such project is organized. These included: having at least 2 committee members present to make sure process is moving smoothly and that no living trees/shrubs are cut down. Mary Cox mentioned possible traffic issues on Camp 12 when Ken is loading debris piles. She’ll check into county road rules for smoother/safer traffic flow when the truck is present.
Bobbie Lambert made a motion to use $450 a per month for the next 4 months. Tim seconded and the motion carried. Steve Malmstead will contact John Cross to set up the next event. Steve will send out email to committee members with specific date/s & times.
Pam Nicklas reported on irrigation ditch committee district grants. This is regarding open ditches. Pam will bring booklet to Mary Cox.
Greenbelt encroachment – committee discussed this issue along with concerns regarding possible adverse possession. The group felt a subcommittee could begin the process of creating a clear policy surrounding use of the greenbelts. Mary Cox, Bobbie Lambert, Tim Able, and Steve Malmstead will be on this committee along with Mary Cox. Bobbie will meet with part of this group to get a “first draft” put together and submit to Steve.
Fire Evacuation Plan – We discussed the dangers of a “one exit” system for traffic and suggested secondary and other emergency exits (along with a clear exit plan for our members). Suggestions included contacting our Fire Department to see what’s currently in place. The committee felt this concern is outside the area for Greenbelt work and make a recommendation that the board look into this important issue. Steve will email Bill Griffin to see if we can place this on their agenda. Mary Bunney suggested the forum for this concern might also be at the monthly meeting of the Fire Department.
Next Volunteer/Donation Work Party – Bobbie Lambert suggests they start at Campbells and work up. If this is completed, we’ll move them to the other side of Camp 12 Road near the reader board. We will burn piles.
Boundaries of the Ponderosa – not surveyed clearly. Pam Nicklas provided up-to-date county maps of Ponderosa which reveal many walkways and easements. Questions were raised as to who can use walkways and easements. Mary Cox says we have done this.
